Once a custom site variable is created, it is impossible to modify it. This means that even when it is deleted, the rank number assigned to it cannot be reassigned to any other custom site variable.
For example, if I deleted a custom site variable with the rank number 14, the next custom site variable I create will have the rank number 15.
